According to the documentation we should run HostedExchangeUpgradeTool.exe

Type: System.IO.FileNotFoundException The error most likely occurred either due to a lack of permissions or a missing dependency. The HostedExchangeUpgradeTool.exe application must be executed by a member of th e Domain Admins group and interop.MapsClient assembly must be present on system.
How do we register the interop.MapsClient on MPS01 or PROV01?
